Humanitarian Programme Manager (Danish Speaking)
Do you have the drive and experience to build, lead and further develop the humanitarian portfolio of CARE Denmark?
CARE Denmark is on an exciting journey building its humanitarian profile, portfolio, and capabilities. We are looking for a competent humanitarian programme manager to drive this journey and engage in relevant strategic and programmatic efforts. We are looking for someone who knows their ways around HCTs, clusters, HIPs and who has a strong knowledge of the humanitarian architecture, and who thrives on moving fast when time is of the essence.
You will be responsible for building up a small team integrated in the International Department. Most resources, however, will be anchored in CARE’s country offices. You will collaborate closely with the International Director as well as colleagues in the Technical Team (Climate & Innovation), the Programme & Grants Team as well as the Finance Department.
The humanitarian portfolio currently consists of projects in Ukraine, Syria, Afghanistan, Jordan, Mali, and Somalia, and the projects are implemented by the CARE country offices and local partners. We are right now also looking for an emergency coordinator based in the Sahel, that will be part of your team.
Your key responsibilities:
You will be responsible for developing and leading CARE Denmark’s humanitarian portfolio in partnership with the different CARE country offices. This involves:
  • Overall responsibility for the humanitarian programme budget and building up and managing the Humanitarian Team.
  • Leading country engagements and supporting effective implementation and grant management of humanitarian projects.
  • Resource mobilisation through developing and formulating strong concepts and proposals for institutional and private donors.
  • Strengthening the humanitarian knowledge, skills, and capabilities of CARE Denmark for further organisational growth and management practice.
  • Building new partnerships and increasing the positioning, footprint, and value added of CARE Denmark within the CARE International Confederation and with relevant stakeholders.
  • Acting as Security Focal Point for engagements in high-risk countries and supporting the continued development of safety and security practices.
We expect you to:
  • Have solid experience from the humanitarian sector, including in humanitarian programming and grants management, and preferably relevant field experience. It is an asset if you have ECHO experience.
  • Be a competent programme manager with high organisational capacity who can develop strong proposals and ensure achievement of results in accordance with relevant commitments.
  • Know your way around contemporary approaches and methods to programme cycle management, grant management and budget management - enough so that you can also suggest (new) ways of working that are effective and efficient, but simple.
  • Have strong networking skills and ability pursue objectives through engagement with stakeholders across the humanitarian sector.
  • Have an innovative mindset and strong interest in pursuing locally led and smart humanitarian programmes as well as other ‘new’ approaches to better aid such as cash based- or data driven programming.
  • Thrive with making decisions and setting a direction for a team, while also engaging proactively in a high degree of cross team collaboration.
  • Be eager to provide humanitarian experience and insights to CARE Denmark, challenge and inspire the broader programming and organisational development.
  • Danish and English speaking and fluent in written English. French is considered an asset as CARE Denmark has strong presence in the Sahel.
  • Experience with Security and Safety Management is valuable.

Conditions for the employment:
The workplace will be at CARE Denmark’s office in Copenhagen and the working hours will be 37 hours per week. We offer flexible working hours and a possibility to work from home. The expected starting date for this position is February 1st 2023 - or sooner if possible.
